NO DIWALI FOR PSEB EMPLOYEES-NO DECISION ON SCALES

PRESS NOTE
Coordination Committee of Employees’ and Officers comprising of PSEB Employees’ Joint Forum, PSEB Engineers’ Association, Council of Junior Engineers PSEB, General Officers Association, Officers (Accounts) Association held a meeting under the Presidentship of Er. H.S. Bedi, to review the status of implementation of the recommendations of Wage Formulation Committee. Taking a serious note of the delay in implementing the assurances given by the Chairman PSEB to employees and officers to release the salary of September 2009 according to revised Pay Scales and directions of Worthy Chief Minister, Punjab to settle the issue within a week, the co-ordination committee hopes that the directions of the Worthy Chief Minister, Punjab will be
honoured within stipulated time and it has been decided that in case, the recommendations of Wage formation committee are not implemented in toto, immediately, further Struggle Action as under will be under taken by the Officers and Employees :

  1. All Officers and employees will bear black badges as a mark of protest on 14.10.2009 and employees will hold protest rallies from 9.00 to 10.AM at Sub Division Level and Joint Rallies of Employees , Supervisors and Officers would be held at Zonal Head Quarters from 1.00 P.M. to 2.00 P.M.
  2. To convey deep sense of resentment prevailing amongst the Employees & Officers of PSEB due to non revision of their Pay Scales, it has been decided not to celebrate Diwali this year, under protest.
  3. 3. State Level Protest Dharna will be staged in front of PSEB Head Office on 21.10.2009

Further course of action to intensify the agitation will be announced on 21.10.2009.

The Pay Revision of PSEB employees and officers has become the victim of the proxy war going on between concerned state authorities and the Board Management for the past sometime. The recommendations of the Wage Formulation Committee consisting of representatives of Trade Unions and Officer’s Associations and the Management headed by Member/Distribution was put up before the Board for decision on 18-09-2009
but no decision could be taken as state Govt. nominee in the Board meeting stressed upon that Board should first obtain the approval from the State Govt. for revision of pay scales of its employees knowing fully well that Board has been empowered under section 79 C of Electricity Supply Act 1948 to formulate pay scales and allowances of its employees. This issue was raked up during last pay revision in 1996 also and upon
reference from the Board Management that PSEB had been revising the pay scales of its employees at its own level the Board was permitted to revise pay scales. This issue was again raised in 2006 but upon reference to the State govt., It was decided at the level of Chief Minister, Punjab that Board can decide the pay scales and allowances of its employees at their own level. Despite all these facts available on record, Board

Management referred the matter to the Punjab Govt. for decision thus delaying the pay revision of PSEB employees. Co-ordination committee leaders namely Er. H.S.Bedi, Pal Singh Moga, Karam Chand Bhardwaj, Sukhdev Singh, B.S.Sekhon, Bhupinder Singh, Paramjit Singh Bedi, Harbhajan Singh, B.S.Saini, Brij Lal, V.K.Goyal, Devinder Singh, Faljit Singh and Vijay Kumar further informed that during a meeting held between PSEB Engineers Association and Chief Minister Punjab on 02-10-2009, the proposal of the State govt. to refer the issue to a committee of officers headed by Chief Secretary, Punjab was shelved after discussions and instead Chief Minister Punjab directed Principal Secretary/ Finance to sort out the issue within a week. Thereafter a meeting was held by P.S./Finance with the representatives of the Association wherein all the recommendations of WFC were explained. The Board meeting has been convened today to take the decision on the pay scales but again Chairman/Member/D got a fresh letter from the State Govt to attend the meeting convened by Chief Secretary, Punjab tomorrow on this issue. It is ironical that despite clear instructions of the Chief Minister, issues relating to pay scales of PSEB employees and officers are being unnecessarily delayed.

It is distressing that benefit of revised scales of Central,State Govt. and electricity board employees of other states have already been drawn whereas, PSEB employees and officers are being denied their legitimate right of revised pay scales w.e.f. 1.1.2006. Resultantly, they would not be able to get new pay scales before
DIWALI , which is a matter of grave concern for one and all.

Keeping in view this situation, PSEB employees and officers have left with no other alternative except intensify their ongoing agitation. Hence co-ordination committee has decided the following action program:-
