clarification issued by punjab Govt on 5th pay commission regulation

Punjab Govt has issued few clarification which has a considerable effect on pay fixation of employee of the punjab Govt employees .PSEB has followed Punjab GovT rules ,So there is 101% chances this new clarification will also be adopted by the PSEB..so In my view person effected fro these clarification should adopt wait & watch policy before giving option in new scales .Main clarification are regarding following

1. Junior get more pay due to option of January Increment in new scale(note one regulation seven)
2. person prompted to higher scale and pay fixed at minimum of pay scale in old scale.
3. person joined the service on or after 01.01.2006
